Defendant, Brian Hodgson, as owner of Rawhide, Inc., was cited for failure to submit "fish receiving tickets" for geoduck clams harvested by Rawhide on state-owned subtidal tracts on which Rawhide had purchased the right to harvest such clams, in violation of WAC 220-69-240(7).
